What are the two types of right shifts in MIPS?

This would produce 1110, which, when interpreted as a signed four-bit number is -2. These two types of right shifts are called logical(when we treat the number as unsigned, and shift 0 bits in) and arithmetic(when we treat the number as signed, and replicate the sign bit in the bits shifted in).
