Go to Start > Settings > Network & Internet > Wi-Fi > Advanced Options. Update: In the Windows 10 Anniversary Update, Metered connection is now located under Start > Settings > Network & Internet > Wi-Fi > your connection name. Then toggle Toggle on Set as metered connection.
