How are hash table collisions avoided in chaining?

These collisions, because they cannot be avoided in this scenario are then dealt with by a probing scheme or by chaining. If we have a bad hash function more than ~26.4% hash collisions occur, in the worst case there are N-1 collisions - that is all other keys produce the same hash value.
