Yes, there are online courses which are totally free but they don’t issue any certificates or degrees at all. There is no certified online course which is totally free. But in general even courses in edx or coursera where you can get a honor code certificate for free after you complete the course, you have to pay a sum of money to get a verified certificate.

If you want a verified certification or real credits from an university you'll have to pay. Still much cheaper than traditional presence universities, but not free.

Today, Coursera, Edx and the other training platforms are trying to make money and the same for the universities, that, especially in USA, are just business companies. They can give many things for free, but they need to keep something that you have to pay for in order to remain as viable businesses.

This is a great compilation of all the websites that are providing courses in different domains. Most of the courses are totally free and only ask for a small fee if you need a certificate with proper authentication at the end of your course. Some even provide financial aids.
